Second Chapter: The Vandalism

The saturday 9th of april, in San Pedro, Nuevo León, MX early in the morning, in the streets of the city some walls appeared vandalized with texts about of a supposed criminal gang. But, from the beginning the situation looked strange, because that is not the habitual form a criminal gang works.

Those texts said: CDN, C. D. N and Aquí andamos (We are here). The abbreviations CDN is a referencia of the Cártel del Noreste, a criminal gang that works in the mexican northeast. But, today, El Norte newspaper published an article about the case:

The official report concludes that the vandalized houses and cars it was not a criminal gang action; and informed the investigation continues.

As will be remembered, is an electoral year in Nuevo León, and San Pedro is one of the most important cities in the country.

Reform to hydrocarbons law is frozen

The reform to the hydrocarbons law was suspended indefinitely after two federal judges granted the first definitive suspensions with general effects against said legislation, which was published on May 4. With the resolutions of the First and Second District Courts in Administrative Matters, Specialized in Economic Competition, Broadcasting and Telecommunications, by Rodrigo de la Peza and Juan Pablo Gómez Fierro, the effects of articles 51, 57 and 59 Bis will be stopped indefinitely. It should be noted that Article 57 empowers the Government to carry out the tem porary occupation, intervention or suspension of any permit granted under the Hydrocarbons Law in addition to contracting Pemex and allowing it to take control of the facilities. While the transitory articles allow the authorities to revoke permits that as of May 5, did not meet the requirements requested by the Ministry of Energy (Sener) on the storage of hydrocarbons. Lopez Obrador's Dream The mexican President Andres Manuel López Obrador had a dream (or a nightmare, call it whatever you want); in that dream, the Comision Federal de Electricidad (CFE, is the power production government company) was the only power producer; and all the mexican people have the access to shipper energy services. In this law, there are so much privileges for CFE, so the private companies argue that is a regulation that encourages the unfair competition.
